This week the IRS released a list of IRS enrolled agents as of November 2025. (CSV File)
The total number of enrolled agents in November 2025 is 71,991, a 7.8% increase from September 2024. The number of enrolled agents in India increased by 997 (from 2,683 in September 2024 to 3,680 in November 2025), a 37% increase. It would seem that significantly more U.S. tax return preparation firms are outsourcing their work to India.
In contrast, the number of enrolled agents in all of the U.S. increased by 3,788 (from 62,191 in September 2024 to 65,979 in November 2025), a 6% increase.
